Per NCLB there are three AMAOs (Annual Measurable Achievement Objectives) that each state must establish to monitor the progress of the ELs on the district level.
AMAO 1: Measures Progress Towards Proficiency in English;
AMAO 2: Measures Attainment of Proficiency in English; and
AMAO 3: Describes whether or not the school district made Adequate Yearly Progress (AYP) for math and reading for ELs.
Georgia has established the criteria for determining AMAO 1 and AMAO 2 utilizing data from the ACCESS assessment that has now been in place since 2006.
Georgia Targets for 2010 - 2011:
AMAO 1: 50% of EL ACCESS test takers matched to 2009 - 10 who made progress
AMAO 2: 6.25% of ELs scoring 5.0 or greater on the ACCESS
AMAO 3: AYP attainment for ELs by district
Cobb County School District's performance for 2010 - 2011 on the three AMAOs are as follows:
AMAO 1: MET (65% of Cobb's ELs demonstrated progress towards English Proficiency)
AMAO 2: MET (14.8% of ELLs attained proficiency in English)
AMAO 3: DID NOT MEET (79.7% of ELs attained or exceeded the requirement on the math and reading assessments used for AYP)
