The ESOL FTE count must be reviewed by local school administration. While the FTE count will be submitted electronically, the ESOL FTE Verfication Form must be printed, completed and submitted via County Mail to Carol Fussell at IWC-Oakwood.

FTE segment reporting is a crucial part of the duties of an ESOL teacher. ESOL FTE segments secure vital funding from the State and assist the district in determining ESOL teaching allotments. ESOL FTE segments are reported above and beyond the 6 segment instructional day. ANY ESOL student who receives ESOL language support services in accordance with State guidelines MUST have ESOL FTE segments reported. ESOL FTE segments do NOT conflict with the reporting of FTE segments for other programs such as special ed, EIP or gifted. No paper copies of the EL Services Report will be sent to local schools, nor should paper copies of the ESOL FTE be sent to the IWC. The ESOL report MUST be obtained via the Academic Portal. (Any Local School ESOL Lead Teacher who cannot obtain a complete report, should see their ESOL Administrator or District ESOL Lead to obtain a copy of the report.) Follow the instructions on the ESOL FTE File Report Instructions Spring 2012 to obtain the electronic copy of the report on which you will indicate ESOL FTE segments.
• If you are the only ESOL teacher at your school(s):
Place all of your segment information directly on the segment column to the left of each student’s name on your ESOL services excel report. For ESOL students not receiving FTE-compliant services, consider their segments as “0” and type a “0” next to the name.
• If you are the local school lead ESOL teacher at your school:
Coordinate with each of your ESOL colleagues to indicate the number of segments that they are serving students in their classes. Use the instructions on the ESOL Blog for completing the report electronically. You must submit a “Consolidated Report” including all information from ALL of the ESOL teachers at your school.
*If an ESOL teacher is itinerant (moves from school to school), make sure to indicate this on the excel FTE report under the Itinerant column for each student with a “Yes”. If your school has itinerant and non-itinerant teachers, indicate the segments that are itinerant and the ones that are not, these segments are reported differently to the state.
New students not on EL Services Report: Add new student at the bottom of the excel file. Remember, if you have a new student, the IWC is required to have an Initial Referral Form on file for any student who is to be counted as ESOL. Adding “New Students” to the file does not make the student eligible for ESOL. The IWC will contact the local school if an Initial Referral Form is not on file for any student listed. This paperwork MUST be on file in order for FTE segments to be entered for ESOL services.
New students arriving between report submission and March 1, 2012: Any ESOL-eligible student who arrives to CCSD during this period and is scheduled for ESOL services should be reported for ESOL FTE segments. Contact Carol Fussell via email immediately when this occurs. Make sure to include the student’s full name, Cobb ID number and number of segments and title the email subject line as “ESOL FTE New Student (school name).”
Compliance
Schools may only count segments for classes that are in compliance with regard to teacher certification, delivery model, instructional time and class size. See “Are the ESOL classes in my school ESOL FTE compliant? A Checklist for Cobb ESOL Teachers and Administrators.” It is imperative that schools adhere to the following guidance for FTE. If an ESOL teacher meets with an ESOL student only 25-35 minutes per day, no segments are allowed. District teacher allotments are based on the number of FTE segments earned; therefore, the FTE segment count is crucial to the ESOL program. Falsification of FTE segment reporting is a serious issue and any misrepresentation of services being provided will be dealt with accordingly by the district and the State.
Important
All of the students on this report are eligible for ESOL instruction. If a student is not receiving ESOL FTE compliant services, write “0” next to the name on the report. If a student has exited the program, the International Welcome Center must have a copy of the Exit Form in order for the student to be properly coded in CSIS. If a student on the ESOL Report has withdrawn from your school, notify local school administration as CSIS indicates the student as attending your school. DO NOT mark through student names, as this does not indicate any necessary changes to IWC staff.
PLEASE NOTE: The FTE VERIFICATION SHEET must be printed, completed, and signed by the local school ESOL Administrator or Principal and submitted via County Mail to Carol Fussell, IWC.
The ELL Services Report with ESOL FTE segments must be submitted via Blackboard (PL Collaboration Shell - Cobb ESOL - Master Copy) by 4:00 PM, Monday, February 13, 2012.
This deadline is crucial, as ESOL funding and allotments are determined by these numbers!
Terminology
• Itinerant: Services are provided by an ESOL teacher who serves ESOL students in 2 or more schools.
• Exited: An ELL is exited from ESOL based on test scores and a Language Assessment Conference. An ESOL Exit form is the official CCSD document that is used to exit students from ESOL. All Exit Forms must be reviewed and approved by District ESOL personnel. These students will no longer take the ACCESS test next year and are monitored for 2 years. There can be no segments reported for these students nor can these students be in any ESOL class that is a sheltered ESOL class.
• Waived: Student is eligible for ESOL, but will not be served as per a parent request. These students will take the ACCESS test Jan 2012 – March 2012. There should be no segments reported for these students.
• Initial Referral: This is the CCSD form that indicates that a student is eligible to enter the ESOL program.
• EL: English Learner, this is a student who is eligible for ESOL. Per NCLB guidelines, all ELs are required to receive English language support services, either FTE compliant or non-FTE compliant services.
• Segment: The instructional day is divided into 6 segments; however, ESOL segments are reported above and beyond the six-segmented day. ESOL FTE segments do not reduce or impact the EIP or Special Ed segments being reported for students.
