National Center for Culturally Responsive Educational Systems (NCCREST)

The National Center for Culturally Responsive Educational Systems (NCCREST) is project funded by the U.S. Department of Education that "provides technical assistance and professional development to close the achievement gap between students from culturally and linguistically diverse backgrounds and their peers, and reduce inappropriate referrals to special education. The project targets improvements in culturally responsive practices, early intervention, literacy, and positive behavioral supports."

What Works Clearinghouse

The What Works Clearinghouse was established in 2002 as an intiative of the U.S. Department of Education and provides scientific evidence for what works in education.

IRA's Guiding Principles on RTI

The International Reading Association has adopted six guiding principles to the RTI process. Below is an outline. Go to http://www.reading.org/publications/reading_today/samples/RTY-0902-rti.html for the complete text.

Principle 1: Instruction

RTI is first and foremost intended to prevent language and literacy problems by optimizing instruction.

Principle 2: Responsive Teaching and Differentiation

The RTI process emphasizes increasingly differentiated and intensified instruction/intervention in language and literacy.

Principle 3: Assessment

An RTI approach demands assessment that can inform language and literacy instruction meaningfully.

Principle 4: Collaboration

RTI requires a dynamic, positive, and productive collaboration among professionals with relevant expertise in language and literacy. Success also depends on strong and respectful partnerships among professionals, parents, and students.

Principle 5: Systemic and Comprehensive

RTI must be part of a comprehensive, systemic approach to language and literacy assessment and instruction and should provide support for all K-12 students.

Principle 6: Expertise

All students have the right to receive instruction from well-prepared teachers who keep up to date, and supplemental instruction from professionals specifically prepared to teach language and literacy, as noted in IRA's statement "Making a Difference Means Making It Different: Honoring Children's Rights to Excellent Reading Instruction."

Language difference or disorder?

The chart below is offered as guidance for effectively determining whether a student may have a language difference or a language disorder. It is very important to gather data and build a file of documentation to support the need for additional testing. ESOL teachers should work collaboratively with qualified personnel such as speech language pathologists.

RTI and ESOL

The 2008 - 2009 Georgia Department of Education Title III ESOL Resource Guide has provided the following guidance regarding RTI and ESOL:

"Eligibility for ESOL services automatically is considered a Tier 4 Intervention.  The specially designed learning focus of Tier 4, with its emphasis on specialized programs, specialized instructional delivery and
methodology, describes the basic tenets of ESOL instruction. For the purposes of serving the student effectively and efficiently, the language minority student enters the Pyramid at the fourth tier and as the student progresses with language and academic proficiency, the level of interventions needed to support the student will decrease accordingly. For the purposes of ESOL services and support, the Pyramid functions as a regression model, rather than as a model of progressive interventions.  As students near proficiency, it is probable that Tier 1 interventions, appropriate for all students, will be the only additional support needed."
